Title II, Part A

Purposes

  • To improve teacher and principal quality
  • To increase the number of highly-qualified teachers and principals, not for classified staff
  • To hold districts and schools accountable for improvements in student academic achievement

Appropriate Uses of Funds

  • High-quality professional learning for certified staff, may include tuition or course costs to become highly qualified
  • Recruitment of top talent, includes minority teacher and principal recruitment
  • Retention of high-performing teachers and principals
  • Equitable distribution of high-quality teachers to best meet the needs of students
  • Costs associated with the Professional Growth and Effectiveness System (PGES), e.g., initial principal certification, calibration and recertification through TeachScape

Characteristics of High-Quality Professional Learning

  • Research-based, ongoing, and job-embedded
  • Based on assessed needs that are an integral part of schoolwide and districtwide improvement plans
  • Offers teachers and principals the opportunities to develop the content knowledge and instructional skills to helps students meet challenging academic standards
  • Focused on technology integration into classroom instruction and curriculum, not just the use of technology; implementation of curriculum, not development of curriculum; differentiation; student engagement; use of data and assessment to impact instruction
  • Uses an evaluation system for professional learning
  • Provides opportunities to meet individual teacher’s needs (especially those who are rated below “accomplished” in PGES)
