JCPS has 91 elementary schools, all of which focus on core subjects like reading, writing, math, science, and social studies — while also introducing students to a variety of other subjects, such as the arts, technology, and world languages.
Most of our elementary schools are grouped into one of 13 “clusters” — groups of four to eight elementary schools located within a specific geographic area. Your child is guaranteed a seat at one of the schools in their designated cluster, which is determined by your child’s home address.
While most elementary school students choose to attend one of the schools in their cluster, JCPS also provides several other programs to best match your child’s learning style or area of interest. We offer a choice of elementary magnet schools and magnet programs that are nationally recognized and focus on everything from performing arts to health and fitness as well as traditional magnet schools that emphasize back-to-basics learning in a highly structured environment.

To ensure that your child’s application process goes smoothly, please note the following:
All students entering kindergarten or students who have not previously attended a JCPS school must register online with the district or at a JCPS elementary school prior to applying for school.
After they have registered, students who are entering kindergarten may apply to schools within their cluster as well as any magnet school or magnet program.
An application is required for all students entering a JCPS elementary school for the first time, regardless of which school they are interested in attending, and for students who have had a change of address.
*You may register your child for school regardless of immigration status and/or a fixed, regular and adequate nighttime residence.

School Clusters
What is a cluster?
A cluster is a group of four to eight JCPS elementary schools located within a specific geographic area. Every student is guaranteed a seat at one of the schools in their cluster, which is determined by their home address.
Important to Note
During the application process, you will be asked to rank schools in your designated cluster by order of preference.
You can also apply for up to two other options, such as a magnet school or a school-based magnet program. Please consider the following during the registration and application process:
- An application is required for all students entering a JCPS elementary school for the first time, regardless of which school they are interested in attending.
- All students entering kindergarten or students who have not previously attended a JCPS school must register online with the district, prior to applying for school.
- JCPS keeps siblings together in cluster schools when parents indicate the sibling’s school as their first choice. The district also considers parental choice, space, the student’s home address, and diversity of the student body when placing students at schools. Due to capacity constraints, not all families can or will receive their first school choice.

Magnet Schools
What magnet schools are in the district?
There are eight districtwide elementary magnet schools. These schools accept students from across the district and do not fall within a cluster.
- J. Graham Brown School, a self-directed learning school that encourages creativity and innovation
- Brandeis Elementary, a Science, Technology, Engineering, the Arts, and Mathematics (STEAM) magnet that engages students in project-based learning opportunities
- Lincoln Elementary Performing Arts School, Kentucky’s only public elementary magnet school focused on the performing arts
- Whitney Young Elementary, an International Baccalaureate (IB) school that encourages students to become thinkers and inquirers through the comprehensive, globally recognized IB Primary Years Programme (PYP)
In addition, there are four magnet elementary schools that offer the Traditional Program as their magnet. The Traditional Program provides a highly structured, back-to-basics learning environment with:
- A focus on core subjects and grade-level coursework.
- Added emphasis on high academic standards, proper conduct, citizenship, and the development of self-discipline.
- Highly structured, orderly classrooms that require nightly homework and strict adherence to school rules (including dress codes).
- A mission centered on instructional approaches that help students build basic knowledge and gain high competence in fundamental skills.
- The four traditional magnet elementary schools are Audubon, Carter, Greathouse/Shryock, and Schaffner. These schools accept students based on their home address. Foster and Shelby also offer Traditional education magnet programs and accept students districtwide into their Traditional programs.
Important to Note
In addition to the schools within your cluster, you may also apply for your child to attend one of our elementary magnet schools. All students applying for elementary magnet schools during the application period of November 2, 2020, through December 16, 2020, will be included in a lottery for admission. There are no additional selection criteria or materials required for elementary magnet school admission. If you are not initially accepted at one of the schools you’ve listed, you will be notified by April 1, 2021, of your place on the waiting list.
- Siblings of current or former magnet school students do not receive preference in the application process. However, applications for siblings who share the same birth date (twins, triplets, etc.) who are applying to a magnet will be treated as one application. In these cases, parents must still submit a separate application for each child.
- Please note: Students accepted into one of the Traditional magnet schools and those accepted into the J. Graham Brown School are on track to complete their education in that program. They do not need to reapply to continue in a Traditional magnet school or the J. Graham Brown as they progress through JCPS.
- Students enrolled at one of the four elementary traditional schools are on track to attend Barret Traditional, Jefferson County Traditional, or Johnson Traditional middle schools, based on their home address. Students in the Traditional magnet programs at Shelby and Foster also get a seat at the Traditional magnet middle school that serves their address.

At Greathouse/Shryock Traditional Elementary, we provide a rigorous academic program in a structured environment that enables students to enter middle school at or above grade level. Whitney Young School is a French Immersion and International Baccalaureate World School. Through our globally recognized International Baccalaureate Primary Years Programme, we grow internationally minded citizens who are curious about the world.

Our French Immersion program is the first in the state of Kentucky and began in the 2019-20 school year with our inaugural kindergarten class. Magnet Programs
What magnet programs are available?
Several JCPS schools offer specific magnet programs that provide a particular learning focus or style. Schools with magnet programs serve students who live in that school’s cluster as well as those who live in other clusters but want to take advantage of the magnet program’s particular learning theme or focus on a specific subject.
Important to Note
In addition to the schools within your cluster, you may also apply for your child to attend one of our many schools offering magnet programs. Students may apply for up to two magnet programs in addition to schools in their cluster.
- All students applying for elementary magnet programs during the application period of November 2, 2020, through December 16, 2020, will be included in a lottery for admission. There are no additional selection criteria or materials required for elementary magnet program admission. If you are not initially accepted at one of the schools you’ve listed, you will be notified by April 1, 2021, of your place on the waiting list.
- Siblings of current or former magnet program students do not receive preference in the application process. However, applications for siblings who share the same birth date (twins, triplets, etc.) who are applying to a program will be treated as one application. In these cases, parents must still submit a separate application for each child.
*For Hawthorne Elementary’s Dual-Language Spanish Immersion Program, transportation is provided for students living within Cluster 13 only. Transportation is not provided for students living outside of Cluster 13.
Magnet Programs
Academy for Excellence in Teaching and Learning
School: J. B. Atkinson offers this program to students districtwide.
This program offers high-efficacy, research-based instructional practices and teacher professional development. Through a mutually beneficial partnership with the University of Louisville (UofL), Atkinson supports the academic achievement, social growth, and character development of every student. The school also offers a full-time Family Resource Center (FRC), the REACH after-school program, mental health services, health screenings, and mentoring programs to help each student reach their potential.
Communications
School: Breckinridge-Franklin offers this program to students in Clusters 8 through 13.
Students in this program enrich and expand their communication skills by applying them to real-life situations. Communications students enhance their leadership, interpersonal, and communication skills through work in creative communications and digital media as well as visual and performing arts experiences.
Dual-Language Spanish Immersion
School: Hawthorne offers this program districtwide, with transportation provided only to students in Cluster 13.
Hawthorne’s program provides a daily Spanish immersion experience that prepares students to read, write, and speak proficiently in Spanish. Students (kindergarten through fifth grade) receive daily math and science instruction in Spanish, while other content areas are taught in English. Students also benefit from cultural enrichment in a Spanish arts class, which combines the arts with Spanish language and culture education. This program is beneficial to both students who are learning Spanish as a second language as well as students who are learning English as a second language. Hawthorne’s Spanish Immersion students are a part of a dual- language community with an expressed appreciation of language learning and inclusion of diverse cultural experiences.
Environmental Studies
School: Portland offers this program to students in Clusters 7 through 13.
Environmental Studies Program students participate in environmentally based service learning and collaborations through community partnerships, using sustainable practices that are applied to real-world situations. By learning in and about the physical, outdoor world, students develop a respect for the environment and are equipped with knowledge and skills to achieve their maximum potential in their academic, social, and civic development. Outdoor learning experiences and signature grade-level field studies help students to think critically as well as become engaged global citizens.
Gifted and Talented
School: Martin Luther King Jr. offers this program districtwide.
The Gifted and Talented Magnet Program meets the unique needs of advanced learners through student choice, project-based instruction, and leadership opportunities. To ensure that students are working with appropriate peer groups, King offers total school cluster grouping. A combination of rigorous academic expectations, acceleration, and individual and peer assignments extend students’ academic and creative talents. Students are expected to think critically, perform at high levels, and deepen their understanding of content standards.
Health and Wellness
School: Wellington offers this program to students in Clusters 1 through 6.
This program provides specialized studies in comprehensive health education, promotes students’ personal health and well-being, and explores related careers and experiences that develop the skills and dispositions necessary for students to transition to the next level.
International/Cultural Studies and Language
Schools: This program is offered at Fairdale (Clusters 1 through 7) and at Goldsmith (Clusters 8 through 13); Spanish Immersion is also offered as part of the magnet program at Goldsmith.
To help students meet the challenges of a globally competitive and interconnected world, this program offers a rigorous curriculum infused with international culture, issues, and perspectives. The program also emphasizes high proficiency in at least one world language. Through partnerships with local and international schools, businesses, and organizations, students participate in authentic, international problem-based and service-learning projects both virtually and face to face.
Leadership Academy
School: Mill Creek offers this program to students in Clusters 1 through 5.
Through Stephen Covey’s leadership principles, service-learning projects, cooperative groups, and school-to-college-to-career initiatives, students gain exposure to age-appropriate leadership concepts and practices. Students also gain confidence in their abilities and increase their capacity to serve in leadership roles.
Mathematics/Science/Technology
School: Wheatley offers this program districtwide.
The Mathematics/Science/Technology (MST) Program is designed for inquisitive students looking for opportunities to enrich and expand their learning beyond the Kentucky Academic Standards. Upon entry into the program, students are expected to participate in their learning and move at an accelerated pace through collaborative problem solving, critical thinking, research, and public presentations of their findings. Students have consistent access to enrichment and academic competitions.
MicroSociety
School: Indian Trail offers this program to students in Clusters 6 and 7.
The MicroSociety Program encourages students to become responsible, caring, and productive citizens in a community of their own design. A rigorous academic curriculum aligned with Kentucky Academic Standards connects learning to the real world, making each student’s education relevant. Student entrepreneurs produce goods and services, elected officials establish laws, judges arbitrate disputes, and reporters track down stories. MicroSociety students are empowered with next-generation skills that are essential to their future, including communication, critical thinking, creativity, initiative, and innovation.
Montessori
Schools: Kennedy Montessori serves students in Clusters 1 through 8, and Coleridge- Taylor serves students in Clusters 9 through 13. Students districtwide are assigned to one of the schools based on their address.
Critical thinking and self-directed learning are a strong focus of the Montessori Program. The curriculum provides a firm foundation in such core areas as language arts, math, science, and cultural studies. By working together in a variety of groups, students gain leadership skills in a noncompetitive atmosphere that fosters teamwork, problem-solving skills, self-confidence, self-esteem, and social awareness.
Performing and/or Visual Arts
Schools: Lincoln is a districtwide performing arts magnet school, Martin Luther King Jr. offers districtwide performing and visual arts programs, and Price offers a visual arts program to students in Clusters 7 through 13.
Performing and/or Visual Arts students engage in specialized, intensive studies in dance, drama/theatre, music, and/or visual arts to develop their artistic potential and prepare for possible entry into a middle school arts magnet.
Talent Development
School: Byck offers this program to students districtwide.
The Talent Development Program is based on the principles of active learning, multiple intelligences, arts in education, integrated themes, project-based learning, and student choice. Through a combination of an arts-infused curriculum and rigorous academic expectations, students develop academic, artistic, and creative talents. Gifted and Talented services are provided along with differentiated instruction for all Advance Program students.
Technology
School: Roosevelt-Perry offers this program to students districtwide.
Students develop next-generation skills and knowledge along with Science, Technology, Engineering, the Arts, and Mathematics (STEAM) skills. To promote success and develop skills most needed in next generation learning, students learn in a technology-rich environment using Chromebooks, desktop computers, iPads, interactive whiteboards, and SMART Response systems. This supports technological communication, collaboration, problem solving, research, information fluency, and digital citizenship.
Traditional Education
Schools: Foster and Shelby offer Traditional education districtwide.
The Traditional Magnet Program provides a rigorous academic curriculum in a highly structured learning environment that is essential for maximum student achievement. The Traditional Program contributes to a student’s growth by placing an added emphasis on high academic standards, proper conduct, citizenship, and the development of self- discipline. A focus on the core subjects and an emphasis on critical thinking help students build basic knowledge and gain high competence in fundamental skills.
How to Apply
- Register online with the district. Prior to applying, all students entering kindergarten who have not previously attended a JCPS school must register online with the district or at any JCPS elementary school. Students who have previously attended a JCPS school and already completed registration do not need to register again. Once registration is complete, JCPS will verify your information and will send you a code to complete your application. This process can take up to two days.
After you have received your code, students who are entering kindergarten may apply to schools within their cluster as well as any magnet schools or magnet programs. To find out which cluster serves your address, call the JCPS Demographics Office at (502) 485-3050 or use the online SchoolFinder. - Complete an application online or in person. An application is required for all students entering a JCPS elementary school for the first time. In addition, applications are required for elementary students who have moved or who want to apply to a magnet school or magnet program.
The online application form and instructions are available on the district’s website and at the registration site located at 4309 Bishop Lane. You can also apply in person* at the following locations:

Services for Students With Educational Disabilities
Exceptional Child Education (ECE) services are available for students with disabilities under the Individuals with Disabilities Education Act (IDEA) and Kentucky Administrative Regulations (KARs). Students receive specially designed instruction to meet their needs as described on the Individual Education Program (IEP). Each student is served in the school that they would attend if not disabled unless the IEP requires some other arrangement.
The ECE Parent Resource Center assists parents in understanding the special education process. The staff helps parents work in partnership with their child’s school. The ECE website offers information on assessment, IEP development, parent resources, placement, programs, policy and procedures, and quick call listings .
Early Childhood Programs
JCPS Early Childhood provides full-day preschool services to families meeting eligibility guidelines. JCPS Early Childhood operates five days a week and serves more than 3,000 students in multiple locations throughout Jefferson County. Transportation is available to families in this program.
We support students who are 3 or 4 years old by August 1, 2021, and have disabilities as outlined under the Individuals with Disabilities Education
Act (IDEA) and Kentucky Administrative Regulations (KARs). We also serve 4-year-old students by August 1, 2021, of the program year based on household income guidelines.
Our program ensures that students develop a range of skills to get them ready to be successful in kindergarten. The most important of these skill sets is socio-emotional development—the ability to empathize and interact successfully with their peer group and relate easily to adults. The Early Childhood staff make the most of each child’s natural desire to learn and respect you as your child’s first and most important teacher.
Applying to the Early Childhood Program is easy. You can apply online and upload required documents, or you can visit* the Early Childhood Application Center at the Lam Building, 4309 Bishop Lane. English as a Second Language
The English as a Second Language (ESL) Office at 1325 Bluegrass Avenue serves families who need help with English. The ESL Department works closely with students and families to ensure that English Language Learnersattain English proficiency. The department offers language services, and facilitates communication between families and schools to help maintain a strong connection in the educational process.
