District 5: Linda Duncan

Linda Duncan graduated from the University of Kentucky (UK) in 1970 with a B.A. in secondary education, certified to teach English and history. In 1971, she earned a master's degree from UK, and in 1989, she earned a Rank I in administration and supervision from the University of Louisville (UofL). Linda taught seventh-grade English and social studies, eighth-grade English at Fairdale Junior High School, and ninth- through tenth-grade English at Fairdale High School for the first 11 years of her career. She then taught English for ten years in grades nine through twelve at Southern High School before being selected as assistant principal at Fairdale High School, where she served for 10½ years before retiring. 

Linda is married to Dr. John Duncan, a former professor of political science and presently an investment advisor with Morgan-Stanley. Their son, Seth, graduated from duPont Manual High School/Youth Performing Arts School (YPAS) in 1994 and from the University of Connecticut in 1999. Their daughter, Rachel, graduated from Fairdale High School in 2000 and from UofL in 2005. They have four grandchildren, all who presently attend JCPS in kindergarten, elementary, middle, and high school.

Linda has served on the Jefferson County Board of Education (JCBE) since 2006 and was elected to serve a fourth term this past fall. She originally decided to serve on the school board because she felt her 31 years of experience as a teacher, coach of girls' basketball and the drill team, sponsor of the Key Club and school newspaper, and 10½ years as a high school assistant principal grounded her in the realities of what our students face each day in their quest for an education. She wanted to use that experience to help make our school district the best it can be.

Her top goals include the following: ensure the safety of students and staff in our buildings, on our grounds, and on our buses; improve achievement and narrow the gaps among our diverse groups; enroll and serve as many students as possible in our Preschool Programs; and promote the growth and importance of our Career Tech Programs that will prepare our students to be productive, employable, and caring citizens.

For six years, Linda has served on the Board of Directors for the Kentucky School Boards Association and also serves on the National School Board Association advocacy team lobbying for education during conferences in Washington. She served as vice-chair of the JCBE for one year and served two terms as a member of the Kentucky Department of Education’s (KDE's) State Curriculum Assessment and Accountability Council. In addition, she has served on the Commissioner’s Local School Board Member Advisory Council since 2015 and presently chairs our Policy Committee.

Linda completed three principal preparation programs, sponsored by our district. Since 2002 she has been secretary of Yorktown North Maintenance Association, and since 2004, she has served as treasurer of Epiphany United Methodist Church. Linda is currently a member of the South Louisville Business Association, Fairdale Area Business Association, Fairdale Heavy Equipment Advisory Council, Southern YSC Advisory Council, and South Jefferson Neighborhood Place.
