The Jefferson County Board of Education has approved new protocols for the way Jefferson County Public Schools' (JCPS) staff, coaches, volunteers, and other adults associated with the District can communicate with students. The new guidelines are in response to the Kentucky legislature passing SB 181 whose intent it to ensure parents and guardians are aware of communications from JCPS and their child.
Here is the corresondence JCPS is sending to parents, guardians and staff regarding SB 181 and the new protocols:
Dear JCPS Families and Staff,
We are writing to inform you about important changes to our communication protocols in compliance with Kentucky Senate Bill 181 (SB 181), a new state law. This legislation mandates new requirements for traceable electronic communication with students. Here is a summary of the bill.
From now through August 1, 2025, all electronic communication directed to students must be routed through their parent or guardian. Direct electronic communication between staff—including paid and volunteer coaches—and students will not be permitted.
Permitted alternative methods of communication with students during this period include:
Email to students using their official JCPS email accounts.
Paper flyers handed directly to students.
Public or group posts on social media platforms (direct messaging students via social media is not permitted).
Permanent Communication Protocol (Effective After August 1, 2025):
Following August 1, 2025, a permanent protocol will be in place, which includes a list of Board-approved traceable communication platforms for communicating with students. These approved platforms are:
JCPS District Email
Apptegy Rooms and Alerts
Infinite Campus Messenger
Google Workspace for Education
Class Dojo
Microsoft for Education
Blackboard Ultra (ONLY for JCPS eSchool and Pathfinder)
Important Reminders for Staff:
Under SB 181, any unauthorized direct electronic communication with students may be grounds for disciplinary action.
If a student reaches out to staff or a coach using any means outside of their official JCPS email account, DO NOT RESPOND. If you believe the student is experiencing an emergency, please contact JCPS Police Department or your assistant superintendent promptly.
We appreciate your attention to this important matter and your continued commitment to maintaining safe and lawful communication practices within our district.
